- As part of its response, the U.S. government formed the Strategic Air Command (SAC) in 1946. In 1948 SAC moved to Offutt Air Force Base (OAFB), occupying a WWII complex built for the Martin Bomber Company and designed by the firm of Albert Kahn. In 1954 SAC built a new headquarters, including a hardened underground facility.
